In recent years, new energy vehicles have gradually entered the public life. However, for many owners, the installation of charging piles of new energy vehicles has become a "stumbling block" in their use. At the sixth session of the 11th CPPCC of Nanning, Lu Qingming, member of the CPPCC, brought the proposal on accelerating the construction of public charging network system of electric vehicles, and suggested that further development plan of urban charging facilities should be formulated and the layout of charging facilities should be improved, and the procedures for the application of owners' users should be simplified to provide charging convenience for new energy owners.

"It's easy to charge when buying cars"
"I recently wanted to buy a new energy car to go to and work as a walking car, but the community can't install charging piles, which can make me difficult." Mr. Liang, who lives in a small district of Pangu Road, Xianhu Avenue, recently plans to buy a new energy vehicle, but the community can not install charging pile facilities to make him play "the back out drum".
Mr. Liang once negotiated with the residential property about the installation of new energy vehicle charging pile, but the property replied: "the residential area has not reserved installation conditions, and the power capacity is insufficient, plus the parking space is insufficient, if the new energy vehicle parking space is set, it may lead to the dissatisfaction of other owners."
In recent years, with the increase of support from the state for new energy vehicles, many colleagues have bought new energy vehicles. Compared with fuel vehicles, the biggest advantage of new energy vehicles is to save money. "It's still attractive to save nearly 400 yuan a month."
present situation
Charging infrastructure is difficult to meet the needs
New energy vehicles have made positive contributions in promoting energy conservation and emission reduction, solving the last kilometer of people's travel and promoting green development of Nanning. However, the number of electric vehicle charging stations, charging piles and charging sockets is limited, and the charging infrastructure is insufficient, which is difficult to meet the current charging needs of new energy vehicles.
In addition, the construction plan of charging facilities needs to be improved. With the increasing number of new energy vehicles in Nanning, most residential areas have not planned and designed the charging facilities in advance. They are all added by the owners of electric vehicles by applying for installation, property use of vacant space or occupying green land. The construction planning of charging facilities in residential areas and office areas is seriously lagging behind, which affects the subsequent operation and management.
proposal
Convenience of charging facility approval service
In this regard, Lu Qingming suggested that the overall planning should be strengthened and supporting facilities should be improved. Especially, it is necessary to focus on the planning and construction of charging facilities and equipment such as urban public transport hub, parking lot, first and end station, residential quarter, etc. When the new public transport hub, parking lot, first and end station and residential quarter are approved, the new energy vehicle charging parking space shall be included, and the management of development and construction process shall be strengthened.
When conducting comprehensive acceptance of the completion of the development projects of public transport hub, parking lot, first and last station and residential quarter, relevant departments such as residential construction, urban management, fire emergency response and power shall be organized to jointly check and accept the completion of charging parking space of new energy vehicles to ensure the construction supervision is in place.
In addition, it is suggested that relevant government departments should speed up the development of charging facilities management measures and clarify the regulatory responsibilities of relevant departments on charging facilities. Relevant rules are issued to guide and constrain operators, owners, users and property, and clarify the rights and management responsibilities among residential and construction, urban management, fire emergency, power, operators, people and vehicles, and promote the sustainable and healthy development of market business such as charging service, charging equipment maintenance, leasing, sales and installation of new energy vehicles.
In terms of user report and installation, it is suggested that the relevant government departments effectively optimize the approval process, simplify the procedure of the report and installation, and make the approval more "concise, simple and simple". Meanwhile, we will strengthen policy support and give preferential policies to charging facilities construction and operators in terms of industrial and commercial tax and operation license.
